One of the important objectives of Ghana’s Educational Reform Programme of 1987 was to deliver quality education at the doorsteps of pupils and students all over the country. This necessitated the putting up of many Basic Education and Secondary Schools especially in the rural areas.

Unfortunately, a decade after the implementation of the Reforms, it has been observed by concerned citizens that most qualified teachers prefer teaching in schools in the urban areas since facilities like good drinking water, electricity and residential accommodation are non existent in the rural areas. It is pathetic to find almost empty classrooms in most of the rural based schools. There are poor enrolments of pupils and students and in most cases qualified teachers are difficult to come by. Consequently some influential people in educational circles have started making negative pronouncements and suggestions on the merging or closing down some of the senior secondary schools with poor enrolments of students.
